California Street is a three-unit commercial condo building in San Francisco — acquired and repositioned through a complex entitlement strategy that doubled the building's footprint and reimagined its program entirely.

The plan converted the existing commercial condo into one ground-floor retail condo and four residential condos through a full vertical addition. A mechanical car stacker resolved parking constraints on a site where conventional solutions weren't viable. The residential units were designed to Passive House standards — the most rigorous building performance benchmark available and a particularly demanding target on a constrained urban infill site in San Francisco's regulatory environment.

Evolve led early feasibility, due diligence, design development, entitlements, and pre-development — navigating CEQA, unit conversion approvals, expansion entitlements, and San Francisco's historic preservation requirements on a site that required precision at every stage of the regulatory path.
